In order to verify the information, the employees of the Investigation and Operational Intelligence Department undertook a comprehensive set of operational and investigative measures. As a result, the information was confirmed, specifically, it was found that a company operating in the field of road construction is extracting andesite-like rock mass in the specified area, and this rock mass is being transported and placed in the sub-asphalt layer of the road section being constructed in Shirak Province.

 

It was also revealed that the mentioned company does not have a license for subsoil use for the extraction of mineral resources in the territory of Armenia and has never had one.

 

In order to determine the volumes of mining, a letter was sent to the Environmental and Subsoil Inspection Body of the Republic of Armenia as part of the measures. As a result of the corresponding measurement, it was established that from July 2025 to July 2026, a total of 34,691 cubic meters of andesite-like rock mass was displaced from an area of 10,363 square meters located in the administrative territory of Karnut community in the Akhuryan municipality.

 

Taking into account the obtained factual data and circumstances, an administrative proceeding has been initiated for the unauthorized use of natural resources.

 

At the same time, a report on the apparent crime has also been submitted to the Main Investigation Department for Economic Crimes and Smuggling of the Investigative Committee of the Republic of Armenia, where a criminal proceeding has been initiated.

 

The Investigation and Operational Intelligence Department of the SRC urges citizens and business entities to refrain from exploiting subsoil or natural resources without permission or without a license.
